HomeServicesProject ControlsBaseline and Change Management

A baseline is used to perform analysis to find current performance against to the expected level for a specific activity in established time-phase.

The Programme Baseline Report is the fundamental control document for the Programme and must be formally agreed with the Client. It contains more than just the bar chart of the schedule or a breakdown of the Budgets but combines all of the scope elements to integrate them into a programme view of the scope. The formal change control process is used to record any required changes to the baseline.

The Programme Schedule Baseline presents a comprehensive statement of the scope of works which becomes the basis for measuring all future change and establishing a meaningful baseline against which progress performance and reporting can be measured. The purpose of the change control process is to formally approve any changes to the programme baseline. The change control process is primarily focused on the control of scope, the authorisation to commit budget to execute scope, and changes documented and formally approved to establish an audit trail.

At Aecoplan we collaborate with clients to ensure tight control of the project baseline. We verify and validate the project current baseline to ensure that all scope has been identified and that the various elements of scope, programme schedule and approved budgets are in correlation. Our key elements of the baseline are;

  • Define Scope
  • Quantities
  • Work Breakdown Structure (WBS)
  • Schedule/Time
  • Resources
  • Budget/Cost
